I’ve interviewed well over a thousand victims of mind control research (targeted individuals). It becomes obvious that there is a huge failure of our legal, political, medical, and media systems.
Neurotechnology weapons are very old, easily before the 1960s. They really didn’t roll (these weapons) out and come online until 1976. Under Bush I, we had the “Decade of the Brain.” More targets came online in 1991, when HAARP came online. (Then it) ramped up quite a bit after 9/11, and they all give the exact same dates when they came along. You see the increase in targets based on the military budgets. Obama calls it the BRAIN Initiative. Mapping out the BRAINOME like the GENOME. Trump continued it, unknown to him.
This is over the entire population, they are scaling this technology to the entire population.
Interviewer: Why are they doing this to people? Just studying to make a weapons system?
Duncan: That’s right. It’s making a weapons system. And that’s what we’ve always done. We have to be ahead of everybody else. And you have to remember how many times the CIA and the military have been caught experimenting on our own citizens. They use to use the downtrodden, the black community mostly. Inmates, anybody no one would care about. But it seems they’ve expanded this program to include people from all walks of life; rich, poor, educated. And from every language. So it’s gone global. Because this is the ultimate weapon. Total totalitarian state. That you don’t even have control of your own mind and you believe your thoughts are your own. It’s better than subliminals, although they use those. But literally altering your brain states without your permission. A lot of it has to do with interrogation. The CIA claims torture works. No-touch torture is a whole new category. You can be tortured in your own home. No one will believe you. This is torture, destruction of life, and destruction through misery.
They are cataloging and classifying brain patterns which can be transformed and transmitted into other human beings. So they are testing that as well. All that is being done is they are playing these patterns back into the brain and central nervous system. There is no physical touch. There is no physical harm being done in terms of the physicality of the individual. But they’ll go through three a day of these different tortures. OK, we’re gassing your eyes with tear gas. It’s the brains reaction to these tortures that they are playing back to them. This is all done through the brain. It’s the brain’s reaction to these different tortures that they are playing back to them.
In fact, the pains are amplified by these circuits being stimulated. The heart is another electrical system in the human being and there are several glands connected to the brain such as the adrenaline gland. If you stimulate certain portions of the brain you can cause a remote control heart attack. They can cause a stroke and heart attack. So I don’t want to say these are non-lethal weapons. One of the objectives of torture is to keep them in maximum pain and as a stress level as possible. This creates all sorts of cardiovascular diseases. They have many damaging effects.
The brain feels the pain as if it’s real. We call it no-touch torture. This causes heart damage over time. So these aren’t completely “non-lethal” weapons. One of the objectives of torture is to keep them in maximum pain and as high a stress level as possible. And all of that cortisol running through your system for years creates all sorts of cardio-vascular diseases and tertiary diseases. They have many damaging effects.
I think Dick Cheney, Donald Rumsfeld, and General Michael Hayden should be held responsible, amongst many others.”
II.) Neurophysiologic and Electronic No-Touch Torture Report (Dr. Robert Duncan, 2015)
Speaking before a room full of US Special Operations Command (USSOCOM) soldiers and the J-5 Donovan Group, Dr. James Canton, CEO of Global Futures, Inc. and consultant to generals and presidents, explained the military-intelligence significance of the so-called “Havana Syndrome” as follows:
“The American officials attacked in the embassies in Cuba and China were attacked to demonstrate a ‘proof of concept;’ that is, to demonstrate an operational, deployed capability of soft, non-lethal neuroweapons that could and did “take them out of the game.”
Soft neurotech have many possibilities in “hybrid conflicts”…. And these are now available. This is the new reality. These weapons have been deployed… these attacks were targeted and purposeful.
So neuro (warfare) is likely a game changer, and it has much larger impact domains when it’s in the wild…. Neuro-hacking includes the ability to create thoughts and blend it with AI. These devices that we think were used externally or possibly internally (deployed in the Cuban and Chinese embassy attacks). Or they are tied to other sensors (webmaster: intra-body bio-sensors!), (and)/or flyables, drones….
These (Cuban/Chinese) embassy attacks are directed, purposeful, and targeted at a particular population that is targeted and chosen… The perpetrators are demonstrating a capability set…. You have to assume we are at the beginning of neurotech being incorporated into the hybrid (warfare)…
This test has been very effective. We are getting more data. It’s not going away. It’s been an effective trial. This is not like super-sophisticated technology…. The soft part (i.e., “non-lethal” part of these neuroweapons)- yields cognitive dysfunction to impact decision-making operations, communications, negotiations. The goal is to take parties out. It’s low-term impact.”
Since the 2001 September 11 attacks and Bush’s so-called “war on terror,” there was a soar in the number of Targeted Individuals reporting covert assaults by black operatives, thugs, extremist cells, “stalkers.” Some TIs are reporting assaults with remotely applied, military grade, lethal weaponry. These reports have been from both overseas and U.S. self-identified targets. In early August, 2010, Sharon Weinberger explained the reason for the escalated reports:
“After the attacks of September 11, the Pentagon began a shift away from its Cold War-era “two war strategy,” premised on maintaining the ability to conduct two major military operations simultaneously, and began focusing instead on “irregular warfare against individuals and groups.”

Georgetown University Professor of Neuroscience and DARPA consultant, Dr. James Giordano, in a lecture before a room of US Special Forces personnel (USSOCOM), stated:
Dr. Giordano: The brain sciences are weaponizable as both 1) “soft” and 2) “hard” weapons. “Soft” brain weapons can be used to gain economic leverage(s), national security/intelligence, and the use of the neurosciences to help develop PSYOPS/MISO (psychological operations/Military Information Support Operations). “Hard” brain weapons include physical influence/deterrence tools. These include chemicals; drugs and other chemical agents; biologicals, including microbes and toxins, and devices such as neuro-technology, hybrid “cyborg” systems, or “biological drones”.
Neuroscience captures $175 billion dollars annual market space. We are targeting the brain. And we (I) need to recon my target area well in order to: 1) acquire viable targets and 2) avoid collateral damage.
To do this efficiently, we can use a number of:Assessment Technologies:
1) Neuro-imaging techniques include (older): computerized tomography, single-photon emission tomography, and (newer) a highly specific EM (electromagnetic) pulse signal to image brain areas and to image “tracks” (communicating networks and nodes within the brain) in a directional way in rapid time, and
2) Neuro-physiological recordings such as electro-encepholography (EEGs) in combination with quantitative techniques.
3) Neurogenomics and genetics, that is, looking at genetic profiles of individuals and groups to see what genes are coding for certain structures and functions of the brain.
4) Neuroproteomics and other forms of bio-markers.
5) Neuro-cyber informatics
All these forms of assessments can be harnessed to a BIG DATA approach that allow me to make both comparative and normative indices not only within an individual but between individuals, and not only between individuals, but within and between groups. These assessment technologies are facilitated and fortified by the use of “BIG DATA” (ETK note: = NSA “meta-data”?) which is a “force multiplier” in neuro-science.

All of the technology spoken about is already in full force and has been for quite sometime. There are the group of hard targets, mostly your everyday normal citizens and mostly good upstanding individuals; they know exactly what is going on as they have been forced to figure out why their lives are falling apart. Then there is everyone else being emotionally manipulated and passified to the point that they can no longer recognize the reality staring them in the face. People have no idea that their thoughts and beliefs are being silently affected. How could they? You? You find out when the perpetrators want you to. The only ethically viable use for these technologies would be to use them to convince the narcissistic elite that they don’t need to own and control every thing and every person to find fulfillment in life.

VI.) Battlescape Brain: Engaging Neuroscience in Defense Operations by Dr. James Giordano (2017)

“The brain is the next battlespace…. We are targeting the brain…. Neuroscience captures $175 billion dollars annual market space…. We are tracking neurological or brain signatures of key targeted individuals that are thought to represent whole groups. If I understand how his or her brain works and do this on a broad enough scale, I can develop patterns and I can use this in ways that informs my intelligence; this force multiplies and synergizes my human intelligence (HUMINT), my signals intelligence (SIGINT), and my communications intelligence (COMINT). Why A “Whole of Nation Approach” Is Used to Target Individuals (From Part 2 of 2):
“(Regarding the weaponization of neuroscience): That level of deep surveillance… examines the idea of what type of surveillance and its informational transfer and ultimately actionability, would obtain and entail. One of the things that we argued for very strongly is that the very least of what is necessary is a cooperative, collaborative “whole of government approach”. But although that is necessary, we argued that that is not sufficient.
What is really required in that type of deep surveillance that carries it through for the acquisition of information all the way to actionable entities that would then target certain things to be able to then mitigate our strategic competitors’ and/or adversaries’ (Webmaster: targeted individuals) efforts in this area would require more “a whole of nation approach.” Where now we have almost a seamless triangulation between government entities, research entities, and commercial entities that are then able to mobilize those resources in the deep surveillance that is necessary for acknowledging, addressing, and assessing relative risks that may become threats, quantifying the risk to threat index, and then identifying what aspects of those quantifiable risks are mitigable and/or preventable, and then engaging the resources that are necessary to do that (i.e, “mitigate”/”take out” the “threat”/”targeted individual.”)”

Disruption and influencing are essential ingredients in our asymmetrical relations and engagements (i.e., asymmetrical warfare). There are over 200 neuroscience programs in universities in the US today. It is a global endeavor.
I may be able to access and affect your brain- indirectly and directly. In 2014: NAS-NRC report says NeuroScience & Technology are valid and in operational use for national security and defense (warfare intelligence).
The three A’s of Neuroscience:
1) Assess the Brain- using various forms of neuro-imaging,
2) Access the Brain
3) Affect the Brain
This is applied science to influence attitudes, beliefs, thoughts, emotions, thoughts, activities of people. To enhance our friends and maximize their performance and to disable, disrupt, cripple and kill our enemies. Biomarkers and information: Big data is used to classify people via brain structure and function, physiology, demographics, biological, social. I can intervene and use narratives, iconographies to influence your behavior etc. “I” can use directed energy to affect physiology and health of the brain….
In recent incidents: US Embassy personnel in Havana and possibly in China (I am one of the researchers on that project)- This seems to be some form of directed energy and the pattern of insult and injury to those individuals strongly suggests it was intentional and directed engagement and that this represents a beta test, a possible probe, of a directed energy neuro-weapon. A number of countries have developed these capabilities, the US included.

Drugs can be exceedingly specific and be used in terms to individualize weaponology of precision pathology. We can use transcranial neural modulation… going through the skull to modulate the activity of the brain. We can implant certain brain-machine interfaces (from DARPA programs, such as the N3 program, “Non-invasive neuro-surgical, neuro-modulation program”) run by Dr. Al Monday. Use minimal sized electrodes in a network within the brain. To be able to read and write into the brain function in real time, remotely. We use drugs, bugs, toxins, and more and more, devices.
We can use these elements as weapons. We can militate their behaviors and thoughts or we can mitigate or nullify their capability and will to fight.
We find agents that will either change individuals’ thoughts, behaviors or incur their morbidity or mortality. We can distinguish: A) Soft weapons

Dr Giordano. So let me get this straight … Dr. James Giordano, a Pentagon Staff member is publicly admitting to a group of Naval officers that Neuro-Weapons are in operational use, and these Neuro-Weapons have the ability to effect targets brains remotely via Nanotechnology in real time. This Pentagon Staff member is also saying that this technology can force the human brain to think certain thoughts, feel certain emotions, and can theoretically override motor control functions? That’s interesting.
Sounds like a nightmare. No wonder there is dystopian ideation. If there was any technology that was going to destroy the human race, it would be this.

So what are we really doing? Where are we right now? Linking brain states to cognitions and behaviors We are relating what’s going on in the brain, what’s going on in the structures of the brain, how those structures may be normal or abnormal by comparing with large data banks, combining that with an analysis of your behavior, then using that to scan brains and read minds proverbially, and then taking that one step further, we are predicting emotions, cognitions, and behaviors. Even though scanning brains is not the same as reading minds. Still, we can make predictions…. and describe to the point of prompting interventions.”

How does Dr. Giordano define a neuro weapon? Let’s listen, in his own words:
Clip: 2:00-2:17: Giordano: You define what you mean by the word neuro weapons you know the idea of using any instrument or method as means of contending against others is a very formal definition of a weapon it did not be something that is malevolent per se.
Solum: What does a neuro weapon do? Let us listen carefully to the words being said:
Clip 2:17-2:52: Giordano: My operational definition what a weapon does is in some way alters that individuals’ thoughts emotions behaviors physical nature health in such a way that is going to be more amenable to the individual who is yielding the weapon. So in other words, I’m changing an individual’s stance towards me in some way and making them engage in a stance that’s more aligned with what I want them to be and that that’s a formal definition of a weapon that comes right out of the Oxford English Dictionary.
Celeste Solum: As CV (Corona virus) flooded the earth, disrupting the whole-of-society, powerful neuro weapons were deployed to change our behavior into a global consciousness, yielding our individual sovereignty once the domain of Almighty God into the global puppeteers, for exploitation and finally destruction.
What is the purpose of neuro weapons? Morbidity which is defined as making you sick as you will soon discover with CV and mortality, killing you outright, either over a long period of time or suddenly. It matters not. Let us listen, once again:
Clip 2:52-3:29 Giordano: Clearly when we think of weapons, we think of things like bombs, tanks, planes, boats, soldiers, and that’s not incorrect. I mean I think the more colloquial use of a weapon represents some instrument that’s going to induce some kind of morbidity or mortality. When utilizing these bellicose constructs that’s certainly one of the ideas of weaponology. But weaponology, as we discussed last time, can also include things that I do to my own forces, whether there’s human resources, or whether the actual forces themselves, to make them more efficient in their mission of national security, intelligence, and defense, not only in terms of what I do to others in that sense.
Celeste Solum: Right now, the military and government are joining together, a yoking if you will, to harness your neurological system. Your neurological system. Your nervous system is a complex network of nerves and cells that carry messages to and from the brain and spinal cord to various parts of the body. These neuro-weapons are removing you from protection of God.

These new viruses can produce previously undetected proteins by stealing genetic signals from their hosts. The researchers label them as UFO (Upstream Frankenstein Open reading frame) proteins, as they are encoded by stitching together (as in yoking) the host and viral sequences. These UFO proteins can alter the course of viral infection and could be exploited for vaccine purposes. There was no knowledge of the existence of these kinds of proteins prior to this study.

What I may be able to do is to insert or remove certain things that are crucial to the way you are regarded and the way you are treated. I can for example, put into your medical record that you have a familial history of psychiatric disease or that you particularly have some underlying biological condition that may require treatment or that may negate our treatment. As a consequence, the way you are not only regarded medically, publicly, politically, legally, and economically. The way you are engaged, in the nature of your engagements, can be affected on a variety of scales literally from the cellular all the way to the social.
Solum: The bottom line is viable Weaponry of Things that induces scalar effects that first cause disruption and ripple outwards to the destruction of humanity and biological systems, if these visionaries have their way.

Neuroscience and weaponized neuroscience are here to be. It cannot be un-invented. All superpowers and many nations have their weaponized neuroscience programs. Dr. Giordano is a prominent scientist that has done a lot to get ethics the equation when we develop neuroscience. His speeches and interview are especially important to raise questions related to ethics in the development, testing, and applying neuroscience. It is very naive to believe that by praying to God suddenly, the US, China, Russia, and others will terminate development of neuroscience and weaponized neuroscience. In my opinion we should applaud Dr. Giordano for speaking so openly about these classified programs. He provides the maximum level of information without violating Non-Disclosure Agreements (NDA’s).
There should be international ethical guidelines, more transparency, and oversight. Today there is NONE. The technology is unknown to most of the population. Victims of development of neuroscience weapons is laugh out of the court rooms when they allege, they are victim of secret neuroscience development. Psychiatrists tell the court they are delusional and suffer from some paranoid psychosis and the case is lost. We all know neuroscience cannot developed using lab rats or monkeys. Humans is needed to develop the technology. The big question is the human “guinea pigs” consenting?
The idea of developing weaponized neuroscience is to get a less harmful alternative to nuclear weapons. So far, the technology development has collected a lot of data from individuals and used AI, now the next step will be to perfection the weapons for mass targeting of for example large military units. Would it not be a good idea to incapacitate an enemy by using a neuroscience rather than to use lethal force like bombs?

This combined with the fact that the world leaders are absolutely psychotic terrifies me. This will be abused without a doubt. I am really concerned about the speed of technology in the world and the degradation of morals and the average person’s lack of concern about anything whatsoever.
IV. Webmaster’s Concluding Remarks (from email to another TI April 14, 2024):
I am always learning and studying about “the program” as a means of self-defense and educating others. It’s a huge challenge. Your comments are on “target”- This is a program ruled by hatred and those who wield hatred as a weapon. It is utterly shocking that this group believes that by their hatred they will conquer the world. But I’m getting pretty good at recognizing them “in the wild”- much like the movie “They Live;” deception is their m.o. They walk and talk like us but they actually might as well be from outer space. I do have a private theory that I don’t usually express: Satan has a people and together with him, they form a hive mind. They want the rest of us to be ensnared in this hive mind…. In other words, create earthly hell for people they can’t control…. As a mechanism for roping us into eternal hell- with them.
But all this is kind of hidden under the hood, so to speak, of government mind control projects. The Nazis wanted an ubermensch (superman), the Jews have always wanted their golem to conquer the world for them, the military wants their super soldiers, the corporations and billionaires want their robots to have “juice” (creativity, personality, soul), all seem to want cyborgs to be their slaves, they want to be able make digital brains, and most importantly, they want (digital) immortality for themselves. Cybernetics- the merger of humans and machine. How could anyone think that is a good thing? What a crummy world, a?
But what strikes me now- after 11 years exploration, is that DoD and CIA brain scientists come flat out and tell us what they are doing……
What strikes me is that according to Dr. Robert Duncan, every time the military gets a bigger budget, more targets “come online.” As I put it together, certain years were characterized by adding many targets. These include 1959 (MKULTRA subproject 119), 1976 (woodpecker signal and other), 1991 (HAARP comes online), 2001 (9/11), and 2013 (Obama’s BRAIN project). There must have been large recruitment of test subjects (largely sons and daughters of military and intelligence people) in the 1940s as well to get all the Monarched rock stars in the 1960s. So it begs the question did the US military-intelligence apparatus absorb the Nazi scientists’ collaboration with demons as it also absorbed the Nazis? The Nazis were a demonic cult. It certainly absorbed many, many 1000’s of Nazi mind control and rocket scientists with Operation Paperclip (1947- 1980s or perhaps to present), with MKULTRA running 1953-present.
