This email message seems to provide extremely important information from a lawyer and high-level political insider who is extremely intelligent, very well connected, and especially knowledgeable about the Targeted Individual (TI) program because she has over 20 years experience as a TI. Ms. Thornburgh presented lawsuits against the CIA on April 21, 2006 and the Department of Energy on August 10, 2009. Per usual, however, these lawsuits were dismissed. Ms. Thornburgh holds the following degrees: BA in Political Science, BA in history (University of Maryland), Juris Doctor, and she has completed postgraduate work in International Security Studies. She was a PhD Candidate at the University of Bradford Peace Studies in Bradford, United Kingdom; dissertation outline: Neuroweapons, Neurotechnologies, Cognitive Liberty and Privacy Rights (2006). She was also invited to study law at the University of Vienna’s LLM programme in Vienna, Austria.
Ms Thornburgh asserts that she was blacklisted to be trafficked and targeted for “retaliation” (in 2004?) because:

In her 2018 email to me, Ms. Thornburgh stated that her ex-spouse is cousin to Dick Thornburgh, a grandson of a federal judge, and great grandson of a US Congressman who was law partner to US Supreme Court Justice (Edward Terry) Sanford. Based on the spelling of her first name, Elisabeth, with an s rather than a z, and the way she spells words such as organisation (instead of organization), it is clear that Ms. Thornburgh is of British, probably English, origin. In her social media posts, she asserts that her field is “Cognitive Liberty, Neurosurveillance, Surveillance Technologies, Neuropolice Technologies, Al and Privacy Rights.”
Because I believe Thornburgh’s 2018 email to me contains accurate and extremely important information, I have included her as one of 43 expert witnesses (#27) in my extended article:
On January 6, 2028, I began searching online for more information regarding Thornburgh’s 2006 and 2009 lawsuits against the CIA and DOE. I could not learn much at all. In fact, except for the partial remnants of her posts on social media (Twitter (X), Tiktok, Facebook, and Linkedin) that I include below and the three photos above, it seems that Thornburgh’s online communications have been almost entirely scrubbed from the internet. Her website, substack and youtube accounts have been deleted. All her twitter (x) messages have been deleted: When one clicks on her twitter links in the search engine, one gets this message: “Hmm…this page doesn’t exist. Try searching for something else.” Indeed, even the Facebook entries I copied from the internet on Jan. 18, 2026 were scrubbed by the following day, Jan. 19, 2026. I.e., she is apparently the victim of a vigorous “identity erasure” campaign conducted against her by intelligence services, their private subcontractors, and most probably, the social media platforms themselves.
Nonetheless, the remnants of Elisabeth Thornburgh JD’s social media posts I include below yield much critical information regarding the nature of the Targeted Individual program and the identity of its primary perpetrators. These partial posts suggest she has been fighting for her life, as all TIs do, against extremely powerful individuals and groups who have used and are using torture and advanced military technologies against her and who have conspired and acted systematically with intent to control and destroy her life in all conceivable ways. If one examines Thornburgh’s truncated messages, one gathers the impression of someone who has been energetically, indeed, desperately, researching, resisting, and exposing the TI program and its primary perpetrators for the last 20 years. Herein, I include her partial communiques and offer my commentary and additional information where appropriate.
This evidence convinces me that Thornburgh is a brilliant lawyer who has been systematically trafficked, tortured, brutalized, and victimized by corrupt politicians, governmental and non-governmental agencies, and a raft of collaborators/perpetrators. Her testimony leaves little doubt that the “Targeted Individual Program” amounts to war crimes, hate crimes, and crimes against humanity being perpetrated by our political leaders, government agencies, and private subcontractors against innocent civilians at home and abroad.
I am aware that online researchers need to be alert to the fact that innumerable cyberstalkers are employed to deceive us through their IIA (Interactive Internet Activities). While it is conceivable that the evidentiary trail left by these mostly-deleted posts attributed to Elisabeth Thornburgh JD is the product of a “cyberwarrior’s” or possibly, even AI’s deceptions, the evidence included herein is consistent with many other TI’s testimonies I have assembled on this website (gangstalkingmindcontrolcults.com). This indicates to me that these posts are genuine and that Thornburgh herself is NOT a disinformation agent. Rather, I regard Elisabeth Thornburgh JD as a legitimate, brilliant, and resourceful targeted individual and her messages/testimonies to be legitimate, insightful, legally and personally accurate, and heart breaking. Let the reader judge for themselves if these communiques are generally internally consistent and consistent with other available evidence about the TI program on this website and in other venues.

VIII. Summary: Based on what I perceive to be the accuracy and importance of her statements and insights, I conclude that Elisabeth Thornburgh is a legitimate Targeted Individual who has been and is being targeted for abuse, weapons testing, theft of her intellectual property, and erasure/elimination by state-sponsored terrorist groups and individuals, including the US military, law enforcement, and their many private-sector contractors at home and abroad. It is evident from her messages on social media that Thornburgh is a brilliant political insider and lawyer.
We can extract the following information from her highly-censored social media communiques of Elizabeth Thornburgh, JD and Human Rights Defender:
1) Thornburgh sued the CIA and Department of Defense on May 23, 2006 (Thornburgh v CIA) and the Department of Energy in 2009 (Thornburgh v. United States Department of Energy (2009). These lawsuits were dismissed and I have not been able to find the actual lawsuits. However, we may speculate that the lawsuits relate to what I have been calling “The Targeted Individual Program.” Thornburgh believes the CIA trafficked, tortured, and set her up to actually draft these lawsuits, thereby essentially obtaining her legal opinions, expertise, labor, and legal arguments against their program for free. Based on these communiques in this post, clearly her targeting, trafficking, and torture by the CIA, DoD and cooperating entities has been ongoing since that time.
2) Thornburgh documents that numerous illegal projects are being advanced by the trafficking and torture of illegal human research victims such as herself (referred to as: “Thornburgh, Inc,” “in re: Thornburgh,” “Scopes II”) and other targeted individuals and that:
a) These operations are covered under grants and contracts for law enforcement and counterterrorism units’ so-called “training exercises.” I.e., she and other TIs are used as “target practice” for law enforcement and innumerable counterterrorism units (including Special Operations Command (special forces) and private sector partners). She reports that the CIA works closely with these counterterrorism units. CIA, NYPD, and myriad other government agencies and private entities maintain illegal human research laboratories throughout US and globally.
b) These operations are also covered under grants and contracts for nonlethal weapons/neurotechnology testing as well as development of AI/counterterrorism algorithms. They involve the copying and transferring of minds via EEGs, fMRI wavelengths to the Establishment, Microsoft Corp, Asilium, Neuralink, and a host of other entities, for the purposes of political manipulation, insider trading, plagiarism, illegal testing of “nonlethal” weapons (including directed energy weapons, WMD, NeuroStrike weapons, AI, BCI, neuropolice technologies, crowd control weapons), HIVE Mind Projects, Obama’s Brain Initiative, Horizon projects, the US Navy’s Joint Non-Lethal Weapons Applied Research project, May 2009, and myriad similar military and non-military projects.
c) Surreptitious harvesting of brain wavelengths is used for “counterterrorism algorithms” by the Pentagon, CIA, Musk, Palantir etc. for torture, EEG lines, and extraction of neural data to “their network” (comprised of intelligence services, police, prosecutors, political parties, advisors, politicians, celebrities, big donors, ‘friends around the globe ‘Central Intelligence’). The litany of associated crimes includes “free political focus group” (for policy and campaign ideas), adult and child sex and trafficking rings, free dating services, voyeurism, insider trading, slavery, forced labour, Elon Musk’s AI Research and Development, securing political seats for later pardons and international treaties, etc.
d) Her “handlers” maintain her (and other TIs) in an artificially created and controlled environment in order to traffick, control, and experiment with her (them). This coercive control process involves innumerable crimes listed below.
e) The illegal training contracts under which Thornburgh (and others) are tortured are funded by the US State Department and CIA, and held by Erik Prince companies and many others. Thornburgh’s contractors include several of her biological relatives.
f) Thornburgh asserts that BrainNet EBL (Electronic Brain Link) unites them all to secure control over the rest of us – the 99 percent.” Then “they” (CIA et al.) spin, control, and cover up these operations based on:
1) “The Playbook.”

g) She refers to a “Plan,” outlined in 2003 emails leaked to her, in which both political parties agreed to use “nanotechnologies, used regularly in medical treatment, drug delivery system, to alter our physiological makeup and continue illegal human research projects and torture in plain site.” She states: “This can be proved.”
(Webmaster comment: This claim is entirely plausible, since this helps account for the widespread dissemination of nano-tech into most of humanity that occurred during the Covid-19 “Operation Warp Speed.” Furthermore, if Thornburgh had access to that plan and objected to it, there would be an obvious motive for secretly targeting her.)
h) New York City Police Department and police departments throughout the US and the globally (in Israel, UK, France, UAE, etc.) have teamed up with the CIA to conduct these operations. The NYPD received a $1 million grant from United Arab Emirates (UAE)) for these operations.
i) These “pay for play” operations also involve something called the “Experience,” which is apparently “fun.”
j) Thornburgh has recorded “contracts grants and “recoration evidence” of every thug who links to her; dates and times exist, (and yet these) idiots keep talking, (they are) fools who can lose everything they have with civil lawsuits.” She requests that all pensions from “law enforcement, politicians, prosecutors” involved with so called “In Re Thornburgh test case projects” be revoked.
k) Thornburgh documents being trafficked for “free political focus group” information for political aides. Additionally, she quotes one of her handlers as stating: “Tommy Lee Jones and other celebs will send you back to TN if you leak any of us further” “or homeless shelters, streets,.” She suggests that someone should trace Ashley Judd’s (another celebrity) stock portfolio, because she may be profiting from slavery and torture.
l) Thornburgh’s handlers/attackers have addressed and referred to her as “it,” bitch, old bitch, lsbo (lesbian), queer, cnt (cunt), clt (clitoris), “test case”, tool, stooge, patsy, sacrificial lamb, and a martyr in communications she has documented.
4) Thornburgh has been repeatedly blocked from finding legal representation for herself.
5) In some of her messages, Thornburgh solicits donations to her accounts from the public at large in order to help her survive and support her research efforts.
6) Thornburgh asserts that these ongoing illegal, international, nonconsensual human experimentation operations continue/are covered under the aegis of ‘law enforcement and counterterrorism training exercises.’ These operations involve the following crimes:
stalking, organized stalking, coercive control, nonconsensual weapons testing, torture, sex-(adult and child) and human trafficking, mind-tapping, racketeering, insider trading, covert slavery, forced labor, secret acquisition of free policy ideas, free political focus groups, free dating services, campaign ideas, hate crimes, hate crimes by proxy, refoulement, theft of neural data, plagiarism, and numerous other human rights violations according to national and international law.
8) She notes that top American politicians, including Kamala Harris, Barack Obama, Robert Kennedy, Jr., Joe Biden, Al Gore, Donald Trump, celebrities, members of Congress, and other nations and corporations are fully aware of and participate in these “pay for play” operations.

a) Evidence of Havana Syndrome, a recognized malady by US government demonstrated by CT MRI scans, (is) caused by microwave weapons exposures. (Webmaster: That’s true.)

16) Thornburgh claims she has evidence that Israelis (IDF and Mossad), Chinese, Russians, French, Germans, Austrians, Italians, Ireland, Britain, India, Columbians, Brazilians, etc., have training contracts/grants (illegal human weapons neuropolice WMDs crowd control AI BCI RNMs BrainNet EBL, etc.) to test these weapons systems on her and other Americans and Europeans, and are accessing information about Americans “where trafficked, tortured, blacklisted, (subjected to) coercive control, gaslighting, and aggravated sexual abuse.”
17) Thornburgh filed a formal complaint against Erik Prince for his “illegal “training contracts” with the Austrian government for using her as “target practice” for law enforcement and counterterrorism “training exercises,” in collusion with the United States and other EU Member States. She claims to have evidence (photographs of police, military, hotel receipts, where given cash money off streets, political party cards, (and given 80 Euros for hotel by Linz SPO party member). Yet they refused to allow her to connect (with) ethical police and lawyers to sue for human trafficking. She was told that the “free political focus groups” and others “were good to you, should have let you freeze to death on the streets.” She states has additional evidence, including more photos of Austrian police at her hotels, hotel bookings, train receipts, etc.
She sought out lawyers but was afforded no judicial remedy or relief. She requests that others please investigate her requests for assistance as a human trafficking victim and relocation back to the US. She has been unable to renew her US passport and forced to beg from streets in the US also.
18) August 12, 2024: Thornburgh reiterated that she “never signed a contract or agreement, and never had a security clearance and NEVER gave CONSENT” to be subjected to: “ongoing stalking harassment, coercive control, gaslighting, blacklisted to traffic, torture, targeting, and illegal training exercises where trafficked tortured as so-called target practice demo model colluding with other US non-US counterterrorism units.” She states she is ”securing lawyer to sue (to) obtain injunctive compensatory relief, medical treatment, (and) safe lodging (but has been) blocked from injunctive compensatory relief, travel documents, healthy environment, gainful employment, healthy relationships, IDs grants, funding etc.” She signals her desperation and distress here, as in other messages, via “SOS SOS”.

19) Thornburgh tried (no doubt unsuccessfully) to convince @mattgaetz to introduce a bill to defund NIH, HHS, et. al. of Brain Net, EBL, fMRIs, and other non-public use technologies being used for a litany of crimes: sex trafficking, voyeurism, insider trading.
20) She reasserts her belief that she has been used as a “test case” by the DNC since 2005 and that she has been and is being “censored, tortured, (subjected to) aggravated sexual abuse, defamation, smear campaigns, blacklisted to traffick” and “blocked from medical treatment and judicial relief.”
21) Re: a “French connection,” she claims she was “lured to France” to be human trafficked for illegal training exercises as illegal target practice for law enforcement and counterterrorism units under test case “universal jurisdiction.” She notes that these illegal human research grants (from DHS, NIH, etc), “cover the French and my mistress please, and Montreal Quebec”” She also asserts that “Katie and the Americans” “will cover Macron, French police and the illegal training exercises, grants.”
French involvement with this project is independently demonstrated by the research of Australian psychologist, Dr. Lissa Johnson, in her 2025 presentation entitled: “Social Engineering in the Bio-Nano Age: Mapping the Leading Edge of Dual Use Neurotechnologies” .
22) She documents a cyberstalking sexual assault against her.
23) She indicates that per her own “test case,” dubbed “Thornburgh, Inc,” “In re Thorburgh,” and “Scopes II,” her perps/handlers have told her that: “you collect the evidence, you document, you suffer, we ‘git’ (get) your EEGs, political name, gender (women fetch more money, impact and retarded lawyers fetch even more money) and evidence.”
(Webmaster comment: Evidently, Thornburgh has been in direct communication with her attackers/torturers. This reference to Scopes II seems to suggest a connection with evolution; in this case, probably referring to transhumanist aspects of “the program” she has involuntarily been enrolled in. This may be an inside joke referring to the fact that the perpetrators believe they are involved in the new “human-directed human evolution” that has been touted in the 2001 NASA Future Warfare document. 24) She has been informed that “the Kennedys” are in on this “pay to play” scheme and that it is very unlikely she would be able to find a lawyer to sue the Kennedy’s.
25) She intimates that former Secretary of State, John Kerry, the so-called Climate Czar, is also the sex trafficking Czar and that his stock portfolios should be examined.
26) My interpretation of X file #19 is: (regarding those prisoners who were) trafficked for Guantanamo Bay, Abu Ghraib, Thornburgh was told “if you document this, no one at UN, nor the human rights community will help you any longer” and that they wanted her “political name, evidence, EEGs, legal knowledge.” She also asserts that she is not getting paid for the information she is involuntarily providing her attackers and that she never (had) a security clearance.
27) She notes that this is a “Five Eyes”/“CIA operation.”
28) Thornburgh has tried to alert President Trump and Vice President Vance and other high government officials regarding her “Complaint of collusion of war crimes, crimes against humanity, illegal human weapons, neurotechnologies research (Brain Net, EBl, fCrowd Control, RFs, etc), aggravated sexual abuse, “rape as war crimes” torture,” etc.
29) Thorburgh states she has evidence regarding Brain Initiative test subjects and Horizon investors, that (most) victims are not conscious of what is happening to them, that she has evidence they are subjected to aggravated sexual assault, and that these crimes relate to insider trading and voyeurism. She states she needs witness protection.
30) She asserts that Biden (along with Obama, Harris, Kennedy, Kerry, Trump) and countless others in Congress, Senate, around the globe are fully aware of (her) test case since at least 2005.
31) She reiterates she has evidence to prove VOICE SIGNATURES, facial recognition technologies, voice recordings, BrainNet, EBL, linking technologies, and illegal human research.

X. Conclusions
The title of this post references 2006 and 2009 lawsuits filed by attorney, Elisabeth Thornburgh, against the CIA, DoD, DOJ, and DOE, which I have not yet been able to find. She claims she was “trafficked to draft” these lawsuits by the CIA so that they could have the benefit of her legal expertise and experience. Presumably, then, the lawsuits deal with the criminal nature of trafficking, torture, and illegal coercive control measures deployed against her as well as other targeted individuals (TIs).
The subtitle of this post, “Targeted Individuals (TIs) = “Human subjects” for illegal ‘Nonlethal Weapons Applied Research’ (mind control, torture, neuro-technologies testing, bioengineering, bioslavery, transhumanism) & illegal law enforcement/counterterrorism units’ ‘training exercises’” references the nature, technologies, and features of this coercive control system (aka the Targeted Individual Program). Details of this system are gleened here from remnants of Thornburgh’s social media posts over the past two decades. I believe these partial communiques provide an excellent and accurate description of “The Program;” one that is consistent with other information I have assembled over the past 12 years in my gangstalkingmindcontrolcults.com website, now with 2,600 posts. In these brief communiques, Thornburgh aptly describes the program to which I and other TIs are subjected.
Due to her extensive legal training, her personal experience as a targeted individual (Confidential Human Source, CHS), tenacity, and her extensive documentation of these war crimes/crimes against humanity, attorney and political insider, Elisabeth Thornburh, stands out as a star witness for the grand jury prosecution case that I, Dr. Eric T. Karlstrom (Emeritus Professor of Geography, CSUS and American citizen) have initiated in my article:
Major conclusions that can be derived from Thornburgh’s communiques include:

5) Torture and nonlethal weapons technologies applied to and deployed against (“tested on”) Thornburgh and other “targeted individuals”/“test cases”/Confidential or Civilian Human Sources (CHS) notably include: brain scanning techs: fmri (magnetic resonance imaging) techs, EEG (electroencephalagrams), nanotechnologies, radio frequency (RF) weapons, behavior modification weapons, BCI (Brain-Computer Interface), and EMRs by NSA SIGINT (signals intelligence), CIA and GCHQ (UK’s Government Communications Headquarters), BrainNet, EBL (Electronic Brain Link), AI (artificial intelligence), BCI (Brain-Computer Interface), neuropolice technologies (StingRay and Viper technologies?), directed energy weapons for crowd control, WMD (Weapons of Mass Destruction), NeuroStrike weapons (directed energy), VOICE SIGNATURES, facial recognition technologies, LRADs (Long Range Accoustic Devices), microwave weapons, policy ideas, campaign ideas, etc.
6) These “mindtap” weapons are deployed as “(as) pre-crime devices” in order to obtain “counterterrorism algorithms”/brain wavelengths, EEG lines, neural data to “their network” for insider trading, EEG (electroencephalogram) trafficking, IP theft, sex trafficking, human trafficking, free dating service, free political focus groups, free expertise and information extracted from human test subjects (TIs), policy ideas, campaign ideas, foreign election interference, etc.
7) She enumerates the more conventional types of torture, harassment, and (FBI COINTELPRO-type) black-bag operations inflicted upon her (and other TIs) as including: blacklisted to human trafficking; organized stalking; torture; coercive control; gaslighting; receiving death threats; physical assaults to intimidate and control; harassment; aggravated sexual abuse; forced marriage; rape as war crime; home, property and vehicle break-ins and theft of items; hacking, rerouting, delaying, blocking of cell phone, computer and communications; smearing/defamation; isolation; sabotage of relationships, jobs, communications, and all aspects of ones professional and personal lives; voyeurism; censored; being blocked from injunctive compensatory relief, medical treatment, safe environment, travel documents, healthy environment, gainful employment, healthy relationships, IDs, grants, funding, slavery, treason (conspiracy to deprive American citizen of civil liberties), fraud.
8) The Targeted Individual/Organized Stalking-Electronic Harassment program involves the following crimes: a) Conspiracy to murder, b) “hate crime” and c) “hate crime by proxy,” d) torture, e) sex trafficking, f) human trafficking, g) deprivation of rights of American citizens, h) insider trading, i) insider trading of EEGs (electroencephalograms/brainwaves), i) surreptitious theft (plagiarism) of ideas, information, patents, etc., j) IP theft, k) profiteering from torture, l) deprivation of civil liberties to “targets” aka treason, m) violation of Nuremberg Code n) violation of UN Convention on Torture
9) Thornburgh asserts she was blacklisted in 2003 as “retaliation,” “has been used” “at least since 2005,” and was “trafficked by the CIA to draft” her 2006 lawsuit Thornburgh v. CIA and her 2009 Thornburgh v. U.S. Department of Energy lawsuits.
She repeatedly sounds the alarm SOS SOS: Her “Gofundme and Crowdfunding sites were shut down within 2 hours of being published, and has thus been entirely reliant upon the traffickers (her “handlers”) for food, lodging, cell phone communications use, transportation.
10) She asserts that celebrities and others use BrainNet, EBL (Electronic Brain Link) and brain linking technologies for “the Experience” in “pay for play” operations in exchange for political donations and security clearances.
11) She (and other “CHS” Confidential/Civilian Human Sources/TIs) are dehumanized and referred to as “it” and “test cases” by authorities. She has been denied access to her career, relationships, privacy, and all medical attention.
12) She asserts that these secret black projects are partly funded under HIVE Mind Projects, (Human) Brain Project, Obama’s BRAIN Initiative, and Horizon projects, as well as DOD, DHS, and NIH contracts that use nonconsensual human test subjects (aka TIs (targeted individuals) and CHS (Confidential Human Sources) as “test cases”/“target practice” for law enforcement, special forces, “counterterrorism units,” and DARPA weapons testing ‘when through.” I.e., these are tax-payer funded soft-kill torture-murder operations. She repeatedly refers to Erik Prince as being one of the main conduits for contracts upon her (“In Re Thornburgh”).
13) She asserts that the goal of the intelligence services and cooperating agencies is to “fully erase” the involuntary test subjects (TIs) “when through,” i.e., after they have been trafficked, tortured, defamed, exploited, destroyed, had their intellectual and creative property/experiences/talents/expertise stolen, etc., and are no longer considered useful as “test cases.”
14) There have been innumerable threats and attempts upon her life. She overheard the following from her attackers: “get rid of her per Kennedy” US using BrainNet, EBL, fMRIs, Neurostrick weapons since 1980s…. She states: “I have evidence..statements here”.
15) Many US Congress and UK, Swiss, EU, and US politicians hold stocks in companies such as Neuralink, Raytheon, TEVET, metres, Sierra Nevada, Amazon, etc. and are involved in these “pay to play” operations.
16) The US, UK, Russian, Chinese, Israeli, Austrian, German, French, Italian, Columbian, Irish, and Brazilian governments are involved in carrying out AND covering up these war crimes/crimes against humanity/hate crimes/hate crimes by proxy.
17) She estimates that her own “test case” (aka “in Re: Thornburgh” test case project and “Scopes II”) has been an $800 million operation.
18) Elisabeth Thornburgh believes she is owed $15 billion in damages/restitution for the tortures and other harms she has suffered as a nonconsensual test subject in these illegal projects that target, traffic, and torture law abiding civilians for secret nonlethal weapons testing, mind control, and bioengineering-transhumanist projects, and as “target” practice for illegal law enforcement and counterterrorism units’ “training exercises.”
19) Finally, what is really exposed in Thornburgh’s posts, this article, and indeed, this website, are operations that may comprise the most secret and possibly most powerful and dangerous weapons systems in history which may form the secret weapons of a would-be “break-away civilization” which views itself as above the laws of God and man.
My provisional conclusion is that that based on Elisabeth Thornburgh JD’s social media post remnants, she has an accurate understanding of the crimes and programs to which she has nonconsensually been subjected. I believe she is telling the truth and has gathered evidence to prove her claims.
What’s more, civilized society, and TIs in particular, must demand prosecutions and convictions of the perpetrators who have participated in these war crimes/crimes against humanity. Finally, I believe her assessment that she is owed $15 billion in restitution/compensatory damages is accurate and reasonable and that this amount is owed to all other TIs as well.
