I. Electromagnetic and Informational Weapons: The Remote Manipulation of the Human Brain

The arsenal of electromagnetic and informational weapons, used to manipulate the human mind of targeted individuals or populations, is an integral part of the weapons system of the New World Order.
The US military possesses a sophisticated arsenal of psychotronic weapons which could be used both domestically and internationally. Electromagnetic and informational Weapons could be used in conventional wars theatres, without the knowledge of the enemy.
It is therefore essential that we not only take cognizance of these findings, but we mobilize nationally and internationally against the use of brain manipulating technologies.

In October 2000, Congressman Denis J. Kucinich introduced in the House of Representatives a bill, which would oblige the American president to engage in negotiations aimed at the ban of space based weapons.
In this bill, the definition of a weapons system included:
“any other unacknowledged or as yet undeveloped means inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)… through the use of land-based, sea- based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations“(15).
As in all legislative acts quoted in this article, the bill pertains to sound, light or electromagnetic stimulation of the human brain.
Psychotronic weapons belong, at least for a layman uninformed of secret military research, in the sphere of science fiction, since so far none of the published scientific experiments has been presented in a meaningful way to World public opinion.
That it is feasible to manipulate human behavior with the use of subliminal, either by sound or visual messages, is now generally known and acknowledged by the scientific community.
This is why in most countries, the use of such technologies, without the consent of the individual concerned, is in theory banned. Needless to say, the use of these technologies is undertaken covertly, without the knowledge or consent of targeted individuals.
Devices using light for the stimulation of the brain constitute another mechanism whereby light flashing under certain frequencies could be used to manipulate the human psychic.
As for the use of sound, a device transmitting a beam of sound waves, which can be heard only by persons at whom the beam of sound waves is targeted, has been reported in several news media. In this case, the beam is formed by a combination of sound and ultrasound waves which causes the targeted person to hear the sound inside his head. Such a procedure could affect the mental balance of the targeted individual as well as convince him that he is, so to speak, mentally ill.
This article examines the development of technologies and knowledge pertaining to the functioning of the human brain and the way new methods of manipulation of the human mind are being developed.
Electromagnetic energy
One of the main methods of manipulation is through electromagnetic energy.
In the declassified scientific literature only some 30 experiments have been published supporting this assumption (1),(2). Already in 1974, in the USSR, after successful testing within a military unit in Novosibirsk, the Radioson (Radiosleep) was registered with the Government Committee on Matters of Inventions and Discoveries of the USSR, described as a method of induction of sleep by means of radio waves (3), (4), (5).
In the scientific literature, technical feasibility of inducing sleep in a human being through the use of radio waves is confirmed in a book by an British scientist involved in research on the biological effects of electromagnetism (6). A report by the World Health Organisation (WHO) on nonionizing radiation published in 1991 confirms that:
“many of biological effects observed in animals exposed to ELF fields appear to be associated, either directly or indirectly, with the nervous system…” (2).
Among the published experiments, there are those where pulsed microwaves have caused the synchronization of isolated neurons with the frequency of pulsing of microwaves. Ffor example, a neuron firing at a frequency of 0.8 Hz was forced in this way to fire the impulses at a frequency of 1 Hz. Moreover, the pulsed microwaves contributed to changing the concentration of neurotransmitters in the brain (neurotransmitters are a part of the mechanism which causes the firing of neurons in the brain) and reinforcing or attenuating the effects of drugs delivered into the brain (1).
The experiment where the main brain frequencies registered by EEG were synchronized with the frequency of microwave pulsing (1,2) might explain the function of the Russian installation Radioson. Microwaves pulsed in the sleep frequency would cause the synchronization of the brain’s activity with the sleep frequency and in this way produce sleep.
Pulsing of microwaves in frequency predominating in the brain at an awakened state could, by the same procedure, deny sleep to a human being.
A report derived from the testing program of the Microwave Research Department at the Walter Reed Army Institute of Research states
“Microwave pulses appear to couple to the central nervous system and produce stimulation similar to electric stimulation unrelated to heat”.
In a many times replicated experiment, microwaves pulsed in an exact frequency caused the efflux of calcium ions from the nerve cells (1,2). Calcium plays a key role in the firing of neurons and Ross Adey, member of the first scientific team which published this experiment, publicly expressed his conviction that this effect of electromagnetic radiation would interfere with concentration on complex tasks (7).
Robert Becker, who had share in the discovery of the effect of pulsed fields at the healing of broken bones, published the excerpts from the report from Walter Reed Army Institute testing program. In the first part “prompt debilitation effects” should have been tested (8). Were not those effects based on the experiment by Ross Adey and others with calcium efflux?
British scientist John Evans, working in the same field, wrote that both Ross Adey and Robert Becker lost their positions and research grants and called them “free-thinking exiles” (6). In 1975, in the USA, a military experiment was published where pulsed microwaves produced, in the brain of a human subject, an audio perception of numbers from 1 to 10 (9). Again the possibility to convince an individual that it is mentally ill is obvious. The testing program of American Walter Read Army Institute of Research, where the experiment took place, counts with “prompt auditory stimulation by means of auditory effects” and finally aims at “behavior controlled by stimulation” (8).
Let us assume that the words delivered into the brain were transcribed into ultrasound frequencies. Would not then the subject perceive those same words as his own thoughts?
And would this not imply that that his behavior was being controlled in this way through the transmission of ultrasound frequencies? In this regard, the American Air Force 1982 “Final Report On Biotechnology Research Requirements For Aeronautical Systems Through the Year 2000” states:
“While initial attention should be toward degradation of human performance through thermal loading and electromagnetic field effects, subsequent work should address the possibilities of directing and interrogating mental functioning, using externally applied fields…” (10).
Several scientists have warned that the latest advances in neurophysiology could be used for the manipulation of the human brain.
In June 1995, Michael Persinger, who worked on the American Navy’s project of Non-lethal electromagnetic weapons, published a scientific article where he states:
“the technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the species are immersed… is now marginally feasible“ (11).
In 1998, the French National Bioethics Committee warned that “neuroscience is being increasingly recognized as posing a potential threat to human rights“ (12). In May 1999 the neuroscientists conference, sponsored by the UN, took place in Tokyo. Its final declaration formally acknowledges that:
“Today we have intellectual, physical and financial resources to master the power of the brain itself, and to develop devices to touch the mind and even control or erase consciousness…We wish to profess our hope that such pursuit of knowledge serves peace and welfare” (13).
On the international political scene, in the last few years, the concept of remote control of the human brain has become a matter of international and intergovernmental negotiation. In January 1999, the European Parliament passed a resolution where it called “for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings.“ (14)
Already in 1997, nine states of the Commonwealth of Independent States (CIS) addressed the UN, OBSE and the states of the Interparliamentary Union with the proposal to place at the agenda of the General Assembly of the United Nations, the preparation and adoption of an international convention “On Prevention of Informational Wars and Limitation of Circulation of Informational Weapons” (16), (3).
Informational Weapons
The initiative was originally proposed, in the Russian State Duma, by Vladimir Lopatin (3). V. Lopatin worked, from 1990 to 1995, in sequence, in the standing committees on Security respectively of the Russian Federation, Russian State Duma and of the Interparliamentary Assembly of the Commonwealth of Independent States (CIS), specializing in informational security.(3). The concept of informational weapon or informational war is rather unknown to the world general public. In 1999, V. Lopatin, together with Russian scientist Vladimir Tsygankov, published a book „Psychotronic Weapon and the Security of Russia“ (3). There we find the explanation of this terminology:
“In the report on the research of the American Physical Society for the year 1993 the conclusion is presented that psychophysical weapon systems…can be used… for the construction of a strategic arm of a new type (informational weapon in informational war)…”
Among many references on this subject, we refer to Materials of the Parliament Hearings “Threats and Challenges in the Sphere of Informational Security”, Moscow, July 1996, “Informational Weapon as a Threat to the National Security of the Russian Federation” (analytical report of the Intelligence Service of the Russian Federation), Moscow, 1996 and a material “To Whom Will Belong the Conscientious Weapon in the 21st Century”, Moscow, 1997. (17).
In 2000 V. Lopatin introduced, after two other authors, the third in order bill on the subject of “Informational and Psychological Security of the Russian Federation“. Lopotin’s findings were reviewed by the Russian newspaper Segodnya:
“…Means of informational-psychological influence are capable not only of harming the health of an individual, but, also of causing, according to Lopatin, ‘the blocking of freedom of will of human being on the subliminal level, the loss of the ability of political, cultural and social self identification, the manipulation of societal consciousness, which could lead to the destruction of a sense of collective identify by the Russian people and nation’“ (16).
In the book “Psychotronic Weapons and the Security of Russia”, the authors propose among the basic principles of the Russian concept of defense against the remote control of the human psyche not only the acknowledgement of its existence, but also the fact that the methods of informational and psychotronic war are fully operational (“and are being used without a formal declaration of war”) (18). They also quote the record from the session of the Russian Federation’s Federal Council where V. Lopatin stated that psychotronic weapon can
“cause the blocking of the freedom of will of a human being on a subliminal level” or “instillation into the consciousness or subconsciousness of a human being of information which will trigger a faulty or erroneous perception of reality” (19).
In that regard, they proposed the preparation of national legislation as well as the establishment of legal international norms “aimed at the defense of human psyche against subliminal, destructive and informational manipulations” (20).
Moreover, they also propose the declassification of all analytical studies and research on the various technologies. They warned that, because this research has remained classified and removed from the public eye, it has allowed the arms race to proceed unabated. It has thereby contributed to increasing the possibility of psychotronic war.
Among the possible sources of remote influence on human psyche, the authors list the “generators of physical fields“ of “known as well as unknown nature” (21). In 1999 the STOA (Scientific and Technological Options Assessment), part of the Directorate General for Research of the European Parliament published the report on Crowd Control Technologies, ordered by them with the OMEGA foundation in Manchester (UK) (22, http://www.europarl.eu.int/stoa/publi/pdf/99-14-01-a_en.pdf ).
One of four major subjects of the study pertained to the so-called “Second Generation“ or “non lethal” technologies:
“This report evaluates the second generation of ‘non-lethal’ weapons which are emerging from national military and nuclear weapons laboratories in the United States as part of the Clinton Administration’s ‘non-lethal’ warfare doctrine now adopted in turn by NATO. These devices include weapons using… directed energy beam,…radio frequency, laser and acoustic mechanisms to incapacitate human targets” (23) The report states that „the most controversial ‚non-lethal‘ crowd control … technology proposed by the U.S., are so called Radio Frequency or Directed Energy Weapons that can allegedly manipulate human behavior… the greatest concern is with systems which can directly interact with the human nervous system“ (24). The report also states that „perhaps the most powerful developments remain shrouded in secrecy“ (25).
The unavailability of official documents confirming the existence of this technology may be the reason why the OMEGA report is referencing, with respect to mind control technology, the internet publication of the author of this article (26 http://www.europarl.eu.int/stoa/publi/pdf/99-14-01-a_en.pdf ).
Similarly, the internet publication of the director of the American Human Rights and Anti-mind Control Organization (CAHRA), Cheryl Welsh, is referenced by the joint initiative of the Quaker United Nations Office, United Nations Institute for Disarmament Research, and Programme for Strategic and International Security Studies, with respect to non-lethal weapons (27).
On September 25th, 2000, the Committee on Security of the Russian State Duma discussed the addendum to the article 6 of the Federal law On Weapons. In the resolution we read:
“The achievements of contemporary science… allow for creation of measured methods of secret, remote influencing on the psyches and physiology of a person or a group of people“ (28). The committee recommended that the addendum be approved. The addendum to the article 6 of the Russian Federation law “On Weapons“ was approved on July 26, 2001. It states:
“within the territory of the Russian Federation is prohibited the circulation of weapons and other objects… the effects of the operation of which are based on the use of electromagnetic, light, thermal, infra-sonic or ultra-sonic radiations…“ (29).
In this way, the Russian government made a first step to stand up to its dedication to the ban of mind control technology.
In the Doctrine of Informational Security of the Russian Federation, signed by president Putin in September 2000, among the dangers threatening the informational security of Russian Federation, is listed
“the threat to the constitutional rights and freedoms of people and citizens in the sphere of spiritual life… individual, group and societal consciousness“ and “illegal use of special means affecting individual, group and societal consciousness” (30). Among the major directions of the international cooperation toward the guaranteeing of the informational security is listed „the ban of production, dissemination and use of ‘informational weapon‘ “ (31).
The foregoing statement should be interpreted as the continuing Russian commitment to the international ban of the means of remote influencing of the activity of the human brain.
Similarly, in the above mentioned report, published by the STOA, the originally proposed version of the resolution of the European Parliament calls for:
“an international convention for a global ban on all research and development… which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable the manipulation of human beings, including a ban of any actual or possible deployment of such systems.“(32)
Here the term “actual” might easily mean that such weapons are already deployed.
Among the countries with the most advanced military technologies is the USA which did not present any international initiative demanding the ban of technologies enabling the remote control of human mind. (The original version of the bill by Denis J. Kucinich was changed.)
All the same, according to the study published by STOA, the US is the major promoter of the use of those weapons. Non lethal technology was included into NATO military doctrine due to their effort: “At the initiative of the USA, within the framework of NATO, a special group was formed, for the perspective use of devices of non-lethal effects” states the record from the session of the Committee on Security of the Russian State Duma (28).
The report published by STOA states: “In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals” (33). “In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons” (34) – those weapons, as was suggested in the STOA report as well, are being associated with the effects on the human nervous system.
According to the Russian government informational agency FAPSI, in the last 15 years,U.S. expenditures on the development and acquisition of the means of informational war has increased fourfold, and at present they occupy the first place among all military programs (17),(3).
Though there are possible uses of informational war, which do not imply mind control, the US Administration has been unwilling to engage in negotiations on the ban on all forms of manipulation of the human brain. This unwillingness might indeed suggest that the US administration intends to use mind control technologies both within the US as well as internationally as an instrument of warfare.
One clear consequence of the continuation of the apparent politics of secrecy surrounding technologies enabling remote control of the human brain is that the governments, who own such technologies, could use them without having to consult public opinion. Needless to say, any meaningful democracy in today’s world could be disrupted, through secret and covert operations. It is not inconceivable that in the future, entire population groups subjected to mind control technologies, could be living in a “fake democracy” where their own government or a foreign power could broadly shape their political opinions by means of mind control technologies.

In the document on U.S. military policy by Project for New American Century it is stated: “It is now commonly uderstood that information and other new technologies… are creating a dynamic that may threaten America’s ability to exercise its dominant military power. Potential rivals, such as China are anxious to exploit those transformational technologies broadly, while adversaries like Iran, Iraq and North Korea are rushing to develop ballistic missiles and nuclear weapons…the effects of information and other advanced technologies promise to revolutionize the nature of conventional armed forces” (ref. 13, pg. 4 and 11). The military concept of information technologies is, though, rather unknown to the world general public.
In February 2000 the Russian daily Segodnya, in the article “Riders of Psychotronic Apocalypse” [1], informed that in 1996 Russian government’s information agency FAPSI warned that the effect of “informational means of war” is comparable to “the effect of use of weapon of mass destruction” and produced a report entitled “Information Weapon as a Threat to National Security of Russia”. In reaction the Russian State Duma and consequently Interparliamentary Assembly of the Union of Independent States addressed the United Nations, OBSE and European Council with a proposal for an international convention banning the use of informational weapon and its circulation. According to newspaper Segodnya in March 1998 the matter was discussed with U.N. secretary general Kofi Anan and it was included on the agenda of General Assembly of the U.N. Most probably the USA vetoed this proposal and in consequence the ban of informational weapon was not discussed by the General Assembly of the United Nations.

The Russian daily Segodnya, in the discussed article, described mostly “mysterious information-psychological” means capable not only to harm human health and according to Russian scientist A. F. Okhatrin to kill people (2), but as well to “block on subconscious level human free will, cause loss of ability of political, cultural and other self identification of human being” and even “cause destruction of indivisible informational and spiritual space of the Russian Federation.” Underneath the article the daily Segodnya published a review of weapons affecting human psyche which it obtained from the Russian Department of Defense. Together with ultrasound and microwave weapon there is listed as well “psychotronic weapon” which is, aside of capability to “transfer information among people” able to act on communication and electronic systems (1). In the bill proposed by Dennis J. Kucinich in the U.S. House of Representatives in 2001 the following technologies enabling access to human brain, human health impairment or killing of people were named: “land-based, sea-based or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser or other energies directed at individual persons or targeted populations for the purpose of information war, mood managment or mind control of such persons or populations” (4). “Psychotronic weapon” listed in the Dennis J. Kucinich’s bill is described as a weapon using “torsion fields” radiation in the book “Psychotronic Weapon and the Security of Russia” [6] by Russian scientist Vladimir Tsygankov and Vladimir Lopatin (a politician, who worked on Committees on Security in Russian Federal Republic, State Duma of the Russian Federation and the Interparliamentary Assembly of the Union of Independent States). Among the possible sources of remote influence on human psyche those two authors list the „generators of physical fields“ of “known as well as unknown nature” (14). It is well known that both KGB and CIA carried out a large scale research of psychic phenomena in the 70’s of the past century. It is not out of question that their scientists succeded to disclose the physical basis of those phenomena. Vladimir Lopatin and Vladimir Tsygankov state in their book explicitly that psychic phenomena are explained by “torsion fields” radiation. However scientific literature describing in a verifiable way physical fields causing psychic phenomena or enabling production of psychotronic weapon is not available to the general public. The ability of sound and light technologies to influence human psyche is exemplified by psychowalkman industry. The existence of the electromagnetic mind control technology is confirmed in the Conclusion of the Committee on Security of the Russian State Duma [3] and can be deduced from scientific and military literature.
Nerve impulses in the brain are carried by electrical signals triggered by changes in chemical balance. During the fifties and sixties of the past century it was proved that human nervous system and behavior can be thoroughly controlled by electric signals imported to the brain by tiny electrodes (41). The signals had to be delivered in specific frequencies to produce repetitive action of neurons. Spanish scientist Jose Delgado became world known when he, with the use of this technology, made a bull attack him by pressing one button on the small black box and stopped the bull few feet away from him by pressing another button. The idea that electric currents in the brain could be induced by electromagnetic energy is an obvious next step in this path of research. The information inside of the brain is processed digitally or in other words analog perceptions are “translated” and transferred by a number and frequency of nerve impulses, while the intensity of the feeling or perception usually corresponds to the intensity of electrical current. Walter J. Freeman, who had been for years measuring the brain activity in reaction to different stimuli by multitudes of microelectrodes, presented already in 1975 a hypothesis “that a novel external stimulus is broadly transmitted from the primary sensory cortex or thalamus to other parts of the cortex… transmission occurs at some characteristic frequency, and… reception occurs in… sets tuned to that frequency” (37). In other words when neurons cooperate in the processing of specific information they oscillate in the same frequency. In an experiment by Wolf Singer (20) the differences in brain activity in reaction to two different stimuli presented to the tested subject at the same time were represented by two different groups of neurons oscillating in different frequencies. In the modern scientific literature synchronization of frequencies of emitted nerve impulses in different parts of the brain as a principle of brain functioning is generally accepted (19).
Electroencephalographers have no doubt that those synchronizations appear on the EEG recordings and are already capable to “read” in those frequencies the single letters of a word perceived by the tested subject (21). Theoretically this means the events in the brain can be produced “synthetically” from the outside when additional energy is pumped into the brain in specific frequencies corresponding to specific brain activities. In other words if somebody wants to “broadcast” for a specific “receiver” in the nervous system, he only needs to know the frequency to which the receiver is tuned up. Just like when tuning our radio receiver we choose the frequency at which its internal circuits will resonate and the result is that we listen to the radio station which we have chosen. John Marks, in his book on CIA mind control research quotes one of CIA research veterans recalling a colleague’s joke: “If you could find the natural radio frequency of a person‘s sphincter, you could make him run out of the room real fast” (22). Since most of the activity of human brain takes place in frequencies from 1 to 100 Hz and electromagnetic waves of this frequency are hundreds and even thousands of miles long and for that matter could not target human brain, scientists started experimenting with pulsed microwaves. There exist „window“ frequencies at which microwaves penetrate deep enough into the brain to produce activity of neurons.
The interaction of electromagnetic radiation and chemicals in the brain is documented by the experiment where irradiation of rat‘s heads by 20 and 40 mW/cm2 microwaves pulsed at 300, 600 and 1000 Hz woke the rats up in 5 minutes from narcosis (23). Electrical signals of neurons in the brain are mediated by chemicals called neurotransmitters. At a conference on “Emerging Electromagnetic Medicine” in 1989 Capt. Paul Tyler, director of the U.S. Navy Electromagnetic Radiation Project between 1970 and 1977, quoted in his lecture the research of Dr. Merrit who measured the decrease of norepinephrine, serotonine and dopamine when a field of 80 mW/cm2 was applied (24). All those hormones act as neurotransmitters into the cortex. Dopamin influences the ability to learn and other cognitive abilities. Disruption in the biosynthesis or transmission of dopamine can lead to Parkinson’s disease. In another experiment a 500Hz signal produced release of neradrenaline in sympathetical neurons (25). Since those neurons control the muscles of internal organs and noraderenaline acts there as a neurotransmitter, an oposite signal should be able to reduce the activity of internal organs and eventually impair human health. In the already mentioned experiment by McAffee the microwaves pulsed at 300, 600 and 1000 Hz produced uneasiness to breath (leading even to suffocation) in rats. A similar signal could make suffocate people as well.
The publication of the World Health Organization on the effects of electromagnetic radiation on living organisms from 1981 (25) gives many examples of the effects of microwave radiation on the excretion of glands and chemical composition of blood. Many of those effects could harm human health. At the conference on Nonlinear Electrodynamics in Biological Systems in 1983 the experiment was presented where blood clots were formed by microwave radiation (26). This could be another way how to kill people. Microwave radiation can touch as well molecules of DNA and affect the development of organisms (25). This was proved by an experiment by Yale neurophysiologist, Jose Delgado, where the irradiation of chicken embryos by 10, 100 and 1000 Hz stopped their development including the development of hearts and veins. The experiment was replicated by the American Navy with the same results. Such attack by microwaves could have, in the long run, disastrous impact on targeted populations.
In the 1986 the American Air Force issued a book “Low Intensity Conflict and Modern Technology” (18). The chapter on the “Electromagnetic Spectrum in Low Intensity Conflict” wrote Capt. Paul Tyler, director of the U.S. Navy Electromagnetic Radiation Project between 1970 and 1977. At the beginning he quotes “Final Report on Biotechnology Research Requirements for Aeronautical Systems Through the Year 2000” issued by American Air Force in 1982: “Currently available data allow the projection that specially generated radiofrequency radiation (RFR) fields may pose a powerful and revolutionary antipersonnel military threats… the passage of approximately 100 miliamperes through the myocardium can lead to cardiac standstill and death… A rapidly scanning RFR system could provide an effective stun or kill capability over a large area. System effectiveness will be a function of wave form, field intensity, pulse width, repetition frequency, and carrier frequency.”
In less disastrous assault the use of microwaves could be limited just to control human behavior. In 1985 Kathleen McAuliffe visited Jose Delgado in his laboratory in Spain, where he experimented with electromagnetic stimulation of brain, and than wrote an article for the magazine OMNI (27). Jose Delgado showed her how he can make an ape fall asleep or make her overactive or how he can calm down the fighting fish by microwave radiation.
Next line of experiments shows that human behavior can be controlled in even more intricate way. In 1962 Allan H. Frey published in the ”Journal of Applied Physiology” (28) the results of experimentation with transmission of sounds into the brain by electromagnetic radiation at a distance of up to 1000 feet. The ”electromagnetic” sounds were heard by deaf as well as sound people. The radiofrequency sound was ”described as being buzz, clicking, hiss or knocking, depending on several transmitter parameters, i.e. pulse width and pulse repetition rate” (frequency). In his report A. Frey writes that so far only the visual system has been shown to respond to electromagnetic energy and he notices that ”With somewhat different transmission parameters we can induce the perception of severe buffeting of the head..” and ”Changing … parameters again, one can induce a ”pins-and-needles” sensation.” His experiment was replicated several times by other scientists (28). Another, more advanced, experiment with the transmission of radio frequency sounds into the brain was published only inadvertently, when Don R. Justesen used, in the article on “Microwaves and Behavior” (29), the result of an experiment described to him over the telephone conversation by his colleague J. C. Sharp, who worked on a secret military project Pandora. Joseph C. Sharp at the Walter Reed Army Institute improved the method of A. Frey to the point that he transmitted into his brain words which he could understand. The ability of U.S. military to produce perception of speech in humans by microwave radiation confirmed the article „Mind Games“ in Washington Post published in January 2006, where an experiment with microwave transmission of spoken phrases into the human brain was published as well as the fact that this technology is considered a National Security Information (31).
Robert Becker, who was twice nominated for Nobel price for his share in the discovery of the effect of pulsed fields at the healing of broken bones, wrote about the experiment by J. F. Schapitz, who stated: “In this investigation it will be shown that the spoken word of hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconcscious parts of the human brain – i. e. without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously.” In one of the four experiments subjects should have been given a test of hundred questions, ranging from easy to technical ones. Later, not knowing they were being irradiated, they would be subjected to information beams suggesting the answers to the questions they had left blank, amnesia for some of their correct answers and memory falsification of their correct answers. After 2 weeks they had to pass the test again (30). The results of those experiments were never published. Apparently in those experiments the messages were sent into human brain in ultrasound frequencies which human brain perceives, but the person is unaware of it. According to Russian newspapers, in this way, people may be programmed to perform different actions in the same way people can be programmed under hypnosis. The use of this method was questioned in the Russian press when general Lev Rokhlin was killed by his wife in sleep at 2 A.M. after she had had a casual telephone conversation with her girl friend. Before his murder General Rokhlin planned for army protests against army reform and visited editor’s desks of Russian newspapers telling them he might be soon killed in a car accident, during a drinking spree or during an argument with his wife (42).
In his book “Cross Currents” Robert Becker presents the report coming from the Microwave Research Department at the Walter Reed Army Institute, where J.C. Sharp carried out his experiment with the transmission of words into the brain by radiofrequency radiation. The report deals with the effects of pulsed microwaves on nervous system and describes the division of testing program into four parts: 1) prompt debilitating effects, 2) prompt stimulation auditory effects 3) work interference (stoppage effects) 4) effects on stimulus controlled behavior. The report presents this conclusion: “Microwave pulses appear to couple to the central nervous system and produce stimulation similar to electrical stimulation unrelated to heat” (32).
American Air Force, according to the Final Report on Biotechnology Research Requirements for Aeronautical Systems Through the Year 2000, divided the research of radiofrequency weapons into three areas: 1) Pulsed RFR Effects – projected research since 1980 until 1995 2) “Mechanisms of RFR with Living Systems” referred to as “continuation of ongoing research” beginning in 1980 and forecast to conclude around 1997 3) “RFR forced disruptive phenomena” – starting around 1986 with the projected continuation until 2010. In the second volume of this report it is stated that the work on the project is progressing according to the schedule or in advance. The last area of research is in the second volume redefined: “While initial attention should be toward degradation of human performance through thermal loading and electromagnetic field effects, subsequent work should address the possibilities of directing and interrogating mental functioning, using externally applied fields…” (33).
In the Soviet Russia the ongoing research in this area was completely hidden from the public, but change of political system and actual use of this equipment during the putsch against Gorbachov brought this subject to newspapers headlines. According to Russian dailies during the failed coup d’etat against Gorbachov general Kobets warned the defenders of Russian White House that mind control technology can be used against them. After the putsch respected Russian scientist Victor Sedlecki published a statement in the Russian daily Komsomolskaya Pravda that psychotronic biogenerators were mass produced in the Soviet Union and were used during the failed coup d’etat [7], but failed to succeed due to the inexperience of the personel who operated them. In the following spree of articles on the subject of mind control the experiment was published where manipulation of masses of people by microwave radiation was performed. Already in 1974, after succesfull testing with military unit in Novosibirsk, the installation Radioson (Radiosleep) was registered with the Government Committee on the Matters of Inventions and Discoveries of the USSR, described as a method of induction of sleep by means of radio waves. Apparently the whole military unit was put to sleep (5).
In the book “Low Intensity Conflict and Modern Technology” (18) Captain Tyler also wrote: “Because of many parameters involved and the apparent specificity of each parameter one can tailor a specific response. The ability to have this kind of flexibility provides an enormous range of options to the user. It opens the door for providing an appropriate response in warfare, be it conventional or unconventional”(18). If you object that the range of frequencies in which the human nervous system works is too narrow to provide for such a wide choice of reactions, Capt. Tyler writes: “There are unconfirmed reports that change of 0.01 Hz can make a difference.” Since many activities of human brain are represented by different sequences of frequencies this provides for fruther large choices.
At the end of 1994 the first tests of the most powerful radar system in the world were carried out in Alaska. This year its power should reach 10 billion watts and later 100 billion watts. Among the main features of the system belongs its ability to heat the ionosphere and in this way change its altitude. By this kind of manipulation of the ionosphere it is possible to bounce the electromagnetic waves back from the ionosphere to whichever region on the planet. According to the official information by the U.S. government the system HAARP is designed for scientific research. Anyway there are too many facts suggesting that the major reason for its construction are military purposes. The main patent of Bernard J. Eastlund (number 4,686,605) proposes the use of the system among others for destruction of navigation systems of airplanes and missiles wherever in the atmosphere, interference with all communication systems wherever on the planet and the global weather control. Other patents connected with the system propose the use of the system for induction of detonations in the extent of nuclear explosions and other military uses (33). Evidently the warning of Russian intelligence agency FAPSI to Russian government and the article in the Russian daily “Segodnya“ reacted to the installation of the U.S. system HAARP. The HAARP system can pulse microwave radiation beginning from one thousandth of one Hertz and, in this case, there is hardly doubt that it can change pulses of microwave radiation by 1 thousandth of Hertz as well in frequencies from 1 to 100 Hertz which are crucial for the functioning of human nervous system. In June 1995, Michael Persinger, who worked on the American Navy’s project of Non-lethal electromagnetic weapons “Sleeping beauty”, published, in a scientific magazine Perception and Motor Skills the article where he states: „the technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the species are immersed… is now marginally feasible“ (34).
John B. Alexander, who later became the Director of Non-lethal Programs in Los Alamos National Laboratory, wrote in his article in the Military Review in the year 1980: ”whoever makes the first major breakthrough in this field will have a quantum lead over his opponent, an advantage similar to sole possession of nuclear weapons” (35). Samuel Koslov, a leading personality of the project Pandora dedicated to research of effects of microwave radiation on humans, and researcher at the John Hopkins University, in his closing speech at the conference on Nonlinear Electrodynamics in Biological Systems in 1984 said that the conference had proven that the external electric fields can ”become a key to the cellular control console. The implications, social, economic, and even military are enormous.” Samuel Koslov went on: ”If much of what we have heard is indeed correct, it may be not less significant to the nation than the prospects that faced the physics community in 1939 when the long-time predicted fissionability of the nucleus was actually demonstrated. You may recall the famous letter of Albert Einstein to President Roosvelt. When we’re in a position to do so in terms of our proofs, I would propose that an analogous letter is required” (26).
From this perspective of the revolutionary event in the science is derived also the book ”Revolution in Military Affairs and Conflict Short of War”, issued by the Strategic Studies Institute at the U.S. Army War College in 1994 (36). Since the national security information is in question, the book can not tell the readers what technology exactly is making this revolution feasible. From the beginning the authors are aware that the use of this technology may run counter to basic moral and political values of the American society and in consequence the revolution in military affairs would require a moral and political revolution to come first. Since it is difficult for them to imagine that the American Society would accept the ethical and political revolution that would deprive the citizen of his privacy, they develop a scenario of events which would lead the American political leaders to back this revolution. The scenario is placed into the year 2000 and is based on the situation of growing terrorism, drug trafficking and criminality. In the document Rebuilding Americas Defenses, backed by the past U.S. government we read: “To preserve American military preeminence in the coming decades, the Department of Defense must…seek to exploit the emerging revolution in military affairs… Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor“ (ref. 13, pg. 51). Was it by accident that in 2001 a masive terrorist attack ocurred in the USA with rather obvious advance knowledge of U.S. secret services, followed by anthrax attacks where the only indicted scientist, Bruce Ivins, did not have the technical means and scientific knowledge to turn the anthrax spores into a deadly aerosol which was used and that those two attacks were followed by an assault on privacy of U.S. Citizens and international law?
The scenario goes on: ”The president was thus amenable to the use of the sort of psychotechnology which formed the core of the RMA (revolution in military affairs) in conflict short of war…As technology changed the way force was applied, things such as personal courage, face-to-face leadership, and the ”warfighter” mentality became irrelevant.” So the psychotechnology, which formed the core of the RMA, provided new methods how to influence the psyche of the adversary in place of the classical strategy to make him fear the death. The book goes on: ”In the pre-RMA days, psychological operations and psychological warfare were primitive. As they advanced into the electronic and bioelectronic era, it was necessary to rethink our ethical prohibitions on manipulating the minds of enemies (and potential enemies) both international and domestic… Through persistent efforts and very sophisticated domestic ”consciousness raising”, old-fashioned notions of personal privacy and national sovereignty changed…Potential or possible supporters of the insurgency around the world were identified using the comprehensive Interagency Integrated Database. These were categorized as ”potential” or ”active”, with sophisticated personality simulations used to develop, tailor and focus psychological campaigns for each.” There is also potential for defensive psychotechnology such as ‘strategic personality simulations’ to aid national security decision makers.” As a reference for the last sentence we read : ”See Norman D. Livergood and Stephen D. Williams, ”Strategic Personality Simulation: A New Strategic Concept”, unpublished draft paper, Carlisle Barracks, PAK: U.S. Army War College, 1994”. In other words if there was, for example, a new Jesus Christ, U.S. agencies would simply engineer his personality to make sure he would not introduce any cultural changes. Once the strategy of computerized personality simulation is applied the historical evolution will be totally controlled by elites having exclusive acces to those technologies. The conclusion of the authors is: ”Whether we opt for revolution or evolution, change will occur.”
The concept of the ”strategic personality stimulation” is probably tested on some of the people in the USA who claim to be mind control experiments victims, who’s number, rapidly growing after 9/11 attacks, inspired the article in Washington Post, entitled „Mind Games“ (31) in 2006. Cheryl Welsh, the directrice of the American organization Mind Justice (38) claims that she has received over 2500 complaints from U.S. citizens that they fell victims to those experiments. Though some of those people may be mentally ill, many of them act in a rational way which suggests that they might be mentally sound. About the same situation is in Russia. Russian politician Vladimir Lopatin admitted nonconcensual experiments with people in Russia when he wrote: “Compensation of damages and losses connected with social rehabilitation of persons suffering from destructive informational influence must be realized in legal trial…” (14). Growing numbers of complaints are coming as well from China and Japan. Are responsible inhabitants of this world willing to realize that those experiments are in progress and that there are people turned into “biorobots” (as Vladimir Lopatin calls them) helplessly struggling to regain their freedom while being considered mentally ill?
Even the European Parliament (Resolution on the Environment, Security and Foreign Policy from January 28, 1999, Nr.A4-005/99) reacted to the installation of HAARP system by a call for global ban of manipulation of human beings. In the report by the body of European Parliament, STOA (Scientific and Technolgical Options Assessment), the originally proposed version of the resolution of the European Parliament is quoted, calling for „an international convention for a global ban on all research and development… which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable the manipulation of human beings, including a ban of any actual or possible deployment of such systems.“(33). Here the term “actual” again means that such weapons are already deployed. Dennis J. Kucinich, the author of the bill proposing the ban of deployment of “mind control” weapons in the U.S. congress in October 2001 was quoted to assert that those weapons actually exist and “those people who control them are deadly serious and intend to use them, if we don’t stop the weaponisation of space” (10).
Evidently the secret arms race among the world governments may continue until the information war actually breaks out. In this way the human world may sink into some kind of virtual reality where the independence of human thinking, feeling and decision making will be destroyed as a part of an “information war” or, in the worst case, into the reality where large masses of people will be killed and unlike with nuclear weapons the world will still remain inhabitable for the winners.
Electromagnetic technology enabling remote control of functioning of human organism is subjected to National Security Information law in the USA (8) and all technologies enabling access to human brain are subject to the same law in the Russian Federation (9). Under such condition the mass media can not fully disclose the existence and capacities of those technologies and world general public can not get engaged in the ban of the use of those means. In this situation the ownership of those means gives opportunity to any government to use them against individuals as well as masses without giving them any chance of legal defense and the concept of the world respecting freedom and human rights is fundamentally corrupted. In November 2000 the Committee on Security of the Russian State Duma stated that means enabling remote control of human nervous system or health impairment are available to many modern governments (3). This was confirmed by the article from the U.S. army weekly Defense News stating that mind control technologies were used by Israelis against Palestinians (12).
With emerging energetic and climate crises and presently growing global economic crisis either the world war could erupt or means of remote manipulation of human brains and organisms could be applied to control dissatisfied citizens. Will citizens accept the antidemocratic abilities of their governments or will they engage in the ban of classified means of remote control of functioning of their brains? The elected democratic representatives are responsible for foreseeing the emerging crises and preventing them from happening by appropriate measures. They do not have mandate from citizens to allow those crises to happen and then try to solve them by use of technologies allowing them to manipulate their citizens minds. If this technology is once used against citizens it is questionable whether democracy will ever be restored. Among the countries with the most advanced military technologies those are the USA which did not present any international initiative demanding the ban of technologies enabling the remote control of human beings. According to the study published by body of European parliament STOA the USA are the major promoter of the use of those arms. Non lethal technology was included into NATO military doctrine due to their effort: “At the initiative of the USA, within the framework of NATO, a special group was formed, for the perspective use of devices of non-lethal effects” states the record from the session of the Committee on Security of the Russian State Duma. The report published by STOA states: “In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals” and “In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons (40) “.
According to the Russian government informational agency FAPSI, in the last 15 years, the U.S. expenses on the development and acquisition of the means of informational war grew four times and at present time they occupy the first place among all military programs (17),(3). Though there are other concepts of informational warfare than remote control of human beings, the unwillingnes of the USA to engage in the negotiations aimed at the ban of the manipulation of human brains indicates their intent to use those means in internal as well as international affairs. The way in which the agencies of U.S. government facilitated the 9/11 attacks, misinvestigated the anthrax attacks and used both of them for an assault on U.S. democracy and international law proves that those suspicions may be more than correct. If the USA achieve essential military preeminence in this area and if no global ban of the use of those technologies against civilians is negociated, the USA may become a world totalitarian superpower of the new type.
So far the only government who made a small step toward the ban of those technologies is the Russian Federation where the addendum to the article 6 of the Russian Federation law „On Weapons“ was approved on July 26, 2001. It states: „ within the territory of the Russian Federation is prohibited the circulation of weapons and other objects… the effects of the operation of which are based on the use of electromagnetic, light, thermal, infra-sonic or ultra-sonic radiations…“ (30). Besides of omitting the “psychotronic energy” the law does not provide any means for Russian citizens to defend themselves against the use of those weapons. There is no law which would order the police or public health organizations to set up teams capable to detect radiation enabling remote manipulation of human body and nervous system and their source. As well there is no law prohibiting the Russian government agencies from the use of such means against their citizens. In the USA only some of the federal states enacted in their laws on firearms new standards on electric and electromagnetic weapons (Michigan in 2003, Massachusetts in 2004, Maine in 2005). Sanctions go from 15 years in jail to life imprisonment. Just like in Russia those laws do not provide for the defense of citizens against the use of those weapons by criminals or the government agencies.
On February 25, 2009 Deputy Chief of General Staff of Russian Army, Anatoli Nogovicyn, stated that within 2 or 3 years a full fledged war in informational sphere, including “information-psychlogical influence on population and military units” may break out (39). So far politicians (especially in the USA) did not show responsible intent to take action to stop this new arms race threatening to place human beings on a position minor to machines, destroy democracy and threaten those who would dare to oppose it by mass killings. It is difficult to understand why humanitarian organizations do not dare to ask for the ban of those technologies (on several occasions Amnesty International and Human Rights Watch refused to get engaged in this issue). Under such circumstances it is left to citizens themselves to organize defense of their constitutional freedoms and elementary human rights before those technologies are used either at war or to suppress their dissatisfaction with governments who failed to prevent the emerging crises. They should coordinate their efforts internationally.

The world media reacted to this hint on the open use of psychotronic weapons by the publication of scientific experiments from the 1960‘s where electromagnetic waves were used to transmit simple sounds into the human brain. However, most of them avoided saying that since then extensive scientific research has been carried out in this area throughout the world. Only a Colombian newspaper, El Spectador, published an article covering the whole scale of the achievements of this research:

British Daily Mail, as another exception, wrote that research in electromagnetic weapons has been secretly carried out in the USA and Russia since the 1950’s and that „previous research has shown that low-frequency waves or beams can affect brain cells, alter psychological states and make it possible to transmit suggestions and commands directly into someone’s thought processes. High doses of microwaves can damage the functioning of internal organs, control behaviour or even drive victims to suicide.”

In 1975, a neuropsychologist Don R. Justesen, the director of Laboratories of Experimental Neuropsychology at Veterans Administration Hospital in Kansas City, unwittingly leaked National Security Information. He published an article in “American Psychologist” on the influence of microwaves on living creatures’ behavior. In the article he quoted the results of an experiment described to him over a phone conversation by his colleague, Joseph C. Sharp, who was working on Pandora, a secret project of the American Navy. Don R. Justesen wrote in his article: “By radiating themselves with these ‘voice modulated’ microwaves, Sharp and Grove were readily able to hear, identify, and distinguish among the 9 words. That this system was later brought to perfection is proved by the document which appeared on the website of the U.S. Environmental Protection Agency in 1997, where its Office of Research and Development presented Departments of Defense’s project: “Communicating Via the Microwave Auditory Effect”. In the description it said: “An innovative and revolutionary technology is described that offers a low-probability-of-intercept radiofrequency (RF) communications. The feasibility of the concept has been established using both a low intensity laboratory system and a high power RF transmitter. Numerous military applications exist in areas of search and rescue, security and special operations”:

In January 2007 the Washington Post wrote on the same subject: “In 2002, the Air Force Research Laboratory patented precisely such a technology: using microwaves to send words into someone’s head… Rich Garcia, a spokesman for the research laboratory’s directed energy directorate, declined to discuss that patent or current or related research in the field, citing the lab’s policy not to comment on its microwave work. In response to a Freedom of Information Act request filed for this article, the Air Force released unclassified documents surrounding that 2002 patent — records that note that the patent was based on human experimentation in October 1994 at the Air Force lab, where scientists were able to transmit phrases into the heads of human subjects, albeit with marginal intelligibility. We can only stress again that the world media avoid publishing the full scale of the progress in the research of the remote control of human nervous system. Dr. Robert Becker, who was twice nominated for Nobel Prize for his share in the discovery of the effects of pulsed fields at the healing of broken bones, wrote in his book “Body Electric” about the experiment from 1974 by J. F. Schapitz, released due to the Freedom of Information Act request. J.F. Schapitz stated: “In this investigation it will be shown that the spoken word of hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconscious parts of the human brain – i. e. without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously.” In one of the four experiments subjects were given a test of hundred questions, ranging from easy to technical ones. Later, not knowing they were being irradiated, they would be subjected to information beams suggesting the answers to the questions they had left blank, amnesia for some of their correct answers, and memory falsification for other correct answers. The results of the second test were never published. It is rather evident that in those experiments the messages were sent into human brain in ultrasound frequencies which the human brain perceives, but of which the subject is unaware. Dr. Robert Becker, due to those publications and his refusal to support the building of the antennae for the communication with submarines in brain frequencies, lost financial support for his research which meant an end to his scientific career.
Transmitting human speech into the human brain by means of electromagnetic waves is apparently, for the researchers, one of the most difficult tasks. It must be much easier to control human emotions which motivate human thinking, decision making and actions. People who claim to be victims of experiments with those devices complain, aside of hearing voices, of false feelings (including orgasms) as well of aches of internal organs which the physicians are unable to diagnose.

It is rather evident that those technologies are used, in conflict with the Nuremberg code, for experiments on unwitting human subjects. As well ousted Honduran president Manuel Zelaya, while under siege in Brazilian embassy in Honduras, complained that he had been subjected to an “electron bombardment with microwaves” which produces “headache and organic destabilization”:

The use of those weapons is time and again reemerging in times of political crisis. According to Russian daily newspapers, during the failed putsch against Mikhail Gorbachov in 1991, general Kobets warned the defenders of the Russian White House that mind control technology could be used against them (Komsomolskaya Pravda, September 7,1991, O. Volkov, „Sluchi o tom chto nam davili na psychiku nepotverzdalis. Poka“). After the putsch, the vice president of the League of Independent Scientists of the USSR, Victor Sedlecki, published a declaration in the Russian daily Komsomolskaya Pravda where he stated: :As an expert and a legal entity I declare that mass production of psychotronic biogenerators was launched in Kiev (this is indeed a very serious issue). I cannot assert for sure that that were exactly Kiev generators that were used during the putsch…
However, the fact that they were used is obvious to me. What are psychotronic generators? It is an electronic equipment producing the effect of guided control in human organism. It especially affects the left and right hemisphere of the cortex. This is also the technology of the U.S. Project Zombie 5“. In the USA, at present time, several hundred people complaining of the remote manipulation of their nervous system are preparing a class action lawsuit against the FBI, Department of Defense and other agencies, requesting them to release files pertaining to their persons, detect the harmful radiations aimed at their bodies and sources of those radiations. As well perhaps over 2000 people are complaining in Russia, over 200 in Europe, over 300 in Japan and tens of people in China and India. Russian politician, Vladimir Lopatin, who was working on Committee on Security of the Russian State Duma and introduced there a bill banning the use of those technologies, admitted in his book „Psychotronic Weapon and Security of Russia“ (publishing house Sinteg, Moscow, 1999) that in Russia experiments on unwitting citizens are carried out, when he wrote: „Compensation of damages and losses connected with social rehabilitation of persons suffering from destructive informational influence must be realized in legal trial“ (excerpts from the book in English -http://mojmir.webuda.com/Psychotronic_Weapon_and_the_Security_of_Russia, pg. 113). It should be understood that most of those people pass through mental hospitals. Vladimir Lopatin visited the USA in 1999 as a chairman of the Military Reform Subcommittee of the USSR Supreme Soviet Committee for Issues of Defense and State Security and met with Richard Cheney. At that time he was described as the “leader of a new breed of Soviet dissidents”. Then he disappeared from top ranks of Russian politicians.
Why has this research remained classified until present time? There are two explanations for this: First there is a secret arms-race in progress in the world where the superpowers compete to gain decisive supremacy in this area and in this way master the control of the whole world. Second the governments keep those technologies in store for the case that they would not be able to control, by democratic means, the crisis that may arise as a result of their poor decisions. In both cases the era of democracy and human freedom in history will come to an end. According to the declaration of the former Russian Defense minister Serdjukov, there are maximally eight years left within which those weapons will officially become a part of the Russian military arsenal. For democracy this would mean a beginning of the end.
Anyway, in the past Russians were not resolved to put those means to work. When the construction of the American system HAARP was launched, with the system supposedly being able to target large regions of the planet by vibrating the ionosphere in brain frequencies http://nova.stanford.edu/~vlf/publications/2007-13.pdf (in this experiment the brain frequencies were not used, but the HAARP system can transmit in brain frequencies as well), Russia declared its willingness to ban mind control technologies. The Russian State Duma and consequently , the Interparliamentary Assembly of the Union of Independent States addressed the United Nations, OBSE and the European Council with a proposal for an international convention banning the development and use of informational weapons. According to the Russian newspaper Segodnya in March 1998, the matter was discussed with U.N. secretary general Kofi Anan, and included on the agenda of the General Assembly of the U.N.

It is most likely the USA refused to negotiate this convention and in consequence the ban of informational weapons was not discussed by the United Nations General Assembly. Even in the U.S. congress appeared a bill proposing the ban of mind control technologies http://thomas.loc.gov/cgi-bin/query/r?c107:chemtrails. But this was only for a very short period of time. The bill was then changed and in the new bill the ban of those technologies was left out of the Space Preservation Bill. Neither the U.S. congress nor the U.S. president made ever an effort to ban mind control weapons.
The European Parliament reacted as well to the launch of the HAARP system construction, when it called in 1999 for the ban of manipulation of human beings: http://www.europarl.europa.eu/pv2/pv2?.
The resolution was passed after the testimony of the American author of the book “Angels Don’t Play this HAARP”, Nick Begich, which apparently convinced the European Parliament of the possible use of this system to manipulate minds of whole populations. In the report by the European Parliament’s STOA (Science and Technological Options Assessment) panel “Crowd Control Technologies” the originally proposed text of the European Parliament’s resolution is quoted. There the European Parliament calls “for an international convention and global ban on all research and development , whether civilian or military , which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable any form of manipulation of human beings, including a ban on any actual or possible deployment (stressed by the author of the article) of such systems“. (40, pg CII, ref. 369). But apparently at the same time the European countries resigned on this intention when accepting the NATO politics of non-lethal weapons. The same STOA report claims that the USA is a major promoter of the use of those arms and that: “In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals” (pg. xlv) and it goes on: “In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons”:

Since 1999 those weapons have been upgraded for another 13 years.
In 1976 the future National Security advisor to President Carter, Zbygniew Brzezinski, wrote a book “Between Two Ages, America’s Role in the Technotronic Era” (Penguin Books, 1976, Massachusetts). In the book he predicted “more controlled and directed society” based on the development of technology, where an elite group will play a leading role, which will take advantage of persisting social crises to use “the latest modern techniques for influencing public behaviour and keeping society under close surveillance and control”.
The use of mind control technologies was predicted as well in the publication of Strategic Studies Institute of the U.S. Army War College, published in 1994 http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?pubID=241. The scenario for the year 2000 expected the growth of terrorism, drug trafficking and criminality and drew a conclusion: “The president was thus amenable to the use of the sort of psycho-technology which formed the core of the RMA (revolution in military affairs)… it was necessary to rethink our ethical prohibitions on manipulating the minds of enemies (and potential enemies) both international and domestic…
Through persistent efforts and very sophisticated domestic” consciousness raising”, old-fashioned notions of personal privacy and national sovereignty changed. As technology changed the way force was applied, things such as personal courage, face-to-face leadership, and the ‘warfighter’ mentality became irrelevant.”
